I have not noticed it being offered as other than a 
Telco service . . .  but I might have missed 
something.  (Often enough the case.)  Due to the high 
cost of it, this has been something businesses would 
spring for, but little point in marketing it to 
consumers.  I don't really know, but my bet would be 
that copper would not be sufficient to sustain it.
