Yes, spam has made ISPs change a lot of things to restrict people from
(intentionally or unintentionally) sending spam.

That is rather restrictive. My current ISP does not have that restriction.

I will be getting Verizon as my ISP shortly, when I get fiber installed. I
would like to keep my current ISP but Verizon will not allow it now, this
forces people to use them as their ISP whether they want to or not. So for me
the only thing I will get from Verizon is connectivity, I will probably not use
any of their other services.

Some ISPs have been doing that for a long time. More and more are also doing
it to slow down the spread of spam.

If you have a Verizon router it can be setup to notify one of the dynamic DNS
services whenever your IP changes. This eliminates the need of a static IP for
most home users. But it will not help bypass the blocking done by email
servers receiving email from dynamic IPs.

I have sendmail running on my computer for a lot of automated (REXX programs)
email (mostly for sending spam reports). It is set up to relay through my ISPs
email server. Since my ISP does not care what the FROM is I don't know if this
will work for Verizon.

The other thing you can do is get an account on a hosting service and use their
email server to relay your email out to the rest of the internet. I have my
personal web site and an email account at pair.com. My email client is setup
to use the pair.com email server for sending email. I currently have about two
dozen different from email addresses I use. Notice my email address on this
list, I use a different one on each mailing list I belong to to help reduce
spam, if an address starts to get a lot of spam it gets changed.
