There are two ways that I know of.    
 
1) One is to do it "by hand".  You can always explicitly extract a file from an  
archive by specifying its name and extension.  Through some piping and editing,  
you could develop a batch file to extract your top-level *.txt files.  
 
2) The other way is to use an extraction-enabled file manager (like FM/2) to do  
the work.  In FM/2, I can view the contents of an archive.  I can highlight  
file names in the view container and specifically extract them.  I think, but  
am not certain, that you can even specify a directory to unzip them to.
