I suspect your Peer installation is OK but you have a protocol binding 
problem.  It appears that you don't have NetBIOS bound the the NIC so the 
upper protocol layers are not loading. 
Take a look at lantran.log.  It will report some NetBIOS binding problems.  
Take a look at protocol.ini.  Make sure that the Bindings all point to 
your NIC and that you have the correct number of NICs installed.  Finally 
take a look at ibmlan.ini.  Make sure that the [networks] sections reads 
similar to: 
  net1 = NETBEUI$,0,LM10,100,150,14 
This says net1 is using NETBEUI and binding to Adapter 0.
