This might be caused by either the current desktop or the package file
itself.
What I recommend you try next, if you have not already done so, is a
non-destructive makeini followed by a package restore attempt.
If this fails, do a destructive makeini followed by a package restore
attempt.
If this too fails, do a non-destructive makeini followed by an Object
Desktop install. Then open the package file on the Desktop and restore
folder by folder.
