Neophyte? You've been using OS/2 longer than I have, best I can tell.

Yes, none of these work. You should have looked a bit harder with epm.

The help text is

dhcpmon [-ltqrv]

where:

-l = request DHCP client to release IP address
-t = request DHCP client to terminate
-r = request DHCP client to renew the IP address
-v = verbose messages
-qQUEUENAME = send notifications to \QUEUES\QUEUENAME

and it is embedded in the code, but there appears to be no way to convince
it to display. It probably left over from the days wihen dhcpmon was a
VIO application, or something like that.

The correct command is view not help, but this will only work if you have
\mptn luist in the BOOKSHELF variable.
