As I understand things, you are exempt from smogging from the year you
buy a new car + three years. So, I bought a new truck in 2000 and was
required to get it smogged every even-numbered year from 2004 (and got
it smogged last spring). I subsequently bought a 2006 RAV4 and will be
required to get it smogged beginning in 2010 (which I asked about when I
got my new stickers last week). All of this happened, even though I
don't live in snowland......
