Reliability is a problem.  From what I understand TW is trying to fix the 
problem but it may take a while before they get to your neighborhood.  Since 
you only have one choice for a cable provider you can not switch.  So the only 
other option is DSL which is not as fast as cable but for me is fast enough.

An ISP gives you internet access, so you always need one.  But they also have 
other things in the package like an email address and a web site.

You already rent internet access by paying your ISP. 
Because of email filtering (some of which I am not allowed to turn off) I have 
now almost stopped using my ISPs email service for incoming email.  I would 
stop using them altogether except I need them to keep connected to the 
internet.  I shopped around to find a hosting company that would NOT filter any 
of my email and host my domain name and web site.  I moved my domain earlier 
this year.  So for me I pay for an ISP to give me internet connection and a 
hosting company to handle my web site and email.  It would be better if I could 
find one that would supply both but I could not find an ISP is was willing to 
switch to that would not filter my email. 
If you want to change your ISP think about DSL.  Many years ago I used 
 and others to look for a local, to me, ISP.  I wanted a local ISP 
so if I had any problems with their service I could walk in and talk to the 
boss.  I called many ISPs until I decided on one that was about 10 miles from 
me.  I went to their office and looked at what they were doing and signed up.  
Since then that ISP has been bought out by a larger ISP which does not make me 
happy but currently I have very good service.
