I deleted these files and had room to complete the create process. But 
when I tried to boot, while processing the third diskette (diskette # 2), 
the process stopped and gave the Unable to operate etc message "system 
stopped."

I remmed out two lines: 
protshell=sysinst1.exe 
set os2_shell=sysints2.exe
