I've deleted a couple dozen of these.  
 
As I recall, the Templates folder (in "OS!2 System") gave me some  
trouble but I can't remember exactly why.  I may have had to delete them  
by booting to my Maintenance partition and deleting, then booting back  
to my regular Production partition and immediately running CHECKINI.  If  
I did this again I'd probably run CHECKINI first to make sure my INI  
files were good.  
 
Make sure you have a backup before deleting.
