Just in case it wasn't clear (and it wasn't entirely in my reading of this 
thread), SYSINSTX is to OS/2 is as SYSTEM is to DOS.  In DOS, if you already had 
a formatted disk, you could issue a SYSTEM X: where X: is the lettered drive and 
the system files would be installed to it in the proper location.  Most people 
didn't do that because they did a FORMAT /S command which would format and 
install system files in one swell foop.
