The answer to your questions is who knows? 
I have no clue why an applet would care.  Most are not even allowed to 
check things like this. 
You happen to be in luck because I needed a system properties checker 
today for an entirely unrelated reason, so it's attacted.  Run it as: 
  java ShowProperties | more 
Also, in Mozilla, use: 
  Tools -> Web Development -> Java Console 
and type 's' to see the properties from withing the browser.  The values 
should match in both cases.
