Are you saying you booted to D: and edited the WPS INIs on C:?  Generally,  
that's not a good idea.  It's too easy to corrupt the good INIs on D:.  
 
Are you saying that when booted to the volume with the bad INIs, the WPS  
did come up, but just very well?  
 
If so, you might want to try a non-destructive makeini.  That might be  
sufficient to uncorrupt the handle table.  It's unknown how much you will  
lose as a result.
