The short version:

Changed back PM_Workplace:ActiveHandles/HandlesAppName from
PM_Workplace:Handles0 to PM_Workplace:Handles1, which I had changed
earlier in trying to fix things. I had earlier done edits to
PM_Workplace:Handles1 (BLOCK1) by matching it to the same place on a
different partition. That must have solved the problem. It required me
to edit the ini while booted to different partition (yes, I know you said
itwas dangerous, but I made a backup first) using Graham Utilities
hexedit. The other editors wouldn't let me edit the key because of it's
size.

I'll do it only if I get another dump. I'd hate to ask him to do anything
when I've solved the problem.
