Nope.  TCP/IP v4.0 is not a prerequiste.  From the readme: 
 
 language. This FixPak has a prerequisite of MPTS WRx8620 or 
 above, and it supercedes the TCP/IP FixPak UNx1001. 
 This FixPak contains fixes for IBM TCP/IP for OS/2 v4.10 
 applications, including FTP, FTPD, Syslogd, and TCPCOEX. 
 After applying this FixPak, the TCP/IP applications for 
 OS/2 will be Year 2000 ready.

You said you had a copy of TCP/IP v4.1.  I took you literally.  It appears 
that this is not the case.
