As search of all hard drives for *8414* returns only J:\os2\install\wr08414.rsp which reads:

I also find I have the WarpUp cd vol 3 Issue 1 dated November 2001.  It contains S:\IBM\W4Peer\Fix\ and the sd's Fixtool.ext, mug.3, Req.1 and upe.2 .  Also in W4Peer are the files IP08414.inf, W4PEER.cmd, and W4Peer.gif.  Also are files indicated by their icons as text files named CSF_DISK, IP_8414.CID, README.1ST, SMBTOOL.ZIP, SOURCE, and THIN386.ZIP 
Interestingly the file IP08414.inf internally carries the title "IBM Peer for OS/2 Version 4.0 FixPak IPx8413" but in the "things that changed section it explicitly tabulates the 8414 APAR's.
