This might be a hardware detection problem or a snooper problem. 
Try booting OS/2 with full hardware detection on. 
If that fails, take a look at \os2\boot\snoop.dat on the OS/2 install.  
Try commenting out any of the snoopers that you are sure don't have 
corresponding hardware.

These only apply to your IDE devices and should not effect the SCSI side.
