This could be something as simple as a userid/password problem.  You need 
to experient with the net view command to and possibly nbjdstat (see 
mptscfg.inf).  Try: 
  net view \\ws221 
and varients. For details on using net view see the Peer Commands 
Reference.

The commands are the same for both the OS/2 and the DOS requester.
